Call Queue Agents Not Receiving Calls: Trace 8 Gates

Direct answer

Assigned is not the same as eligible. Trace one outside test call through eight gates: public route, schedule, queue state, membership, participation, eligibility, offer delivery, and answer outcome. Stop at the first gate without evidence. Changing later settings before that point makes the failure harder to isolate.

Do not toggle every member, routing method, and presence rule at once. Compare one skipped agent with one working agent and change a single verified difference.

Five states that are often collapsed

The roster can be correct while the call offer still fails.

A member list answers only one question. Keep each later state separate so the team can say exactly where the evidence stops. Provider labels differ; the operational distinction does not.

Work from caller to agent. Starting at the device can waste time when the public number never reached this queue. Starting at membership can waste time when the schedule routed the call elsewhere.

    Public route

    Did the outside call reach the intended queue?

    Evidence: Public number, menu choice, queue greeting, route event, and destination identity

    If it fails: Correct the upstream number, auto attendant, menu, or forwarding rule before changing agent settings.

    Schedule

    Was this queue route active at the test time?

    Evidence: Account time zone, business hours, break, holiday, and department or site schedule

    If it fails: Correct the applicable time rule or test inside a known active window. Do not assume the agent’s device time controls the queue.

    Queue state

    Was the intended queue enabled and able to receive the call?

    Evidence: Queue name, extension, active state, license or permission warning, and inbound event

    If it fails: Resolve the queue-level state first. Re-adding agents cannot repair a call that never reached an active queue.

    Is the person assigned to this exact queue?

    Evidence: Queue member list, account identity, site or team, and any delayed directory update

    If it fails: Correct the membership or identity mismatch, save once, and wait only for the provider’s documented propagation period.

    Participation

    Is the member opted in or logged in for this queue?

    Evidence: Queue-specific opt-in, login, receive-calls toggle, shift rule, and supervisor view

    If it fails: Restore the intended participation state and identify any profile or schedule rule that automatically changes it.

    Eligibility

    Does the current routing policy consider the member available?

    Evidence: Presence or status, busy state, wrap-up, call capacity, DND, skill or language rule, and routing method

    If it fails: Change only the state that conflicts with the intended policy. Do not disable presence-based routing merely to hide a roster problem.

    Offer delivery

    Was a call offer sent to the agent or endpoint?

    Evidence: Call-path event, polling attempt, ring event, endpoint registration, connectivity, and notification state

    If it fails: If no offer exists, stay with routing eligibility. If an offer exists but no alert appears, isolate the device, client, or network.

    What happened after the offer?

    Evidence: Answered, declined, busy, ring timeout, offline, redirected, or another agent answered

    If it fails: Repair the recorded outcome. Do not label a declined or timed-out offer as “the queue never called me.”

Original paired-agent test

Swap eligibility, not the entire queue.

Use two approved test agents and one fictional test label during a quiet window. Keep the public route, queue, schedule, routing method, and test phone unchanged. This matrix diagnoses a path; it does not measure staffing quality or provider reliability.

Restore both agents to the intended state after the final pass. Do not leave a dummy member, fake destination, or altered production fallback behind to force a preferred result.

If the queue intentionally sends a no-agent call elsewhere, use the queue exception and voicemail fallback guide to distinguish no-agent handling from capacity overflow and wait timeout. If the call is offered but the caller hears no waiting sound, follow the caller-audio path instead of changing agent eligibility. If the missing event is a customer callback invitation rather than an agent offer, follow the callback eligibility and timing guide.

Evidence packet

Record enough to reproduce one failed offer.

Keep account screenshots and logs private. The purpose of the packet is to compare the same route before and after one change, or to give provider support a precise failure boundary—not to publish customer or employee data.

One-change rule

Preserve the first failed test. Change one verified control, repeat the same outside call, and add the second result. If several settings change, the repair is no longer attributable.

“Logged in” was true, but it was not the last gate.

Observation

Harbor Appliance Repair is a fictional two-dispatcher example. An outside test reaches the correct open-hours queue. Agent B receives the call; Agent A says they are logged in but never see an alert.

Boundary

Gates 1–5 have evidence. The call log shows no offer for Agent A, so the investigation remains at eligibility rather than notification sound or microphone settings.

Next test

The administrator records Agent A’s presence and capacity, makes B deliberately unavailable, and repeats the same test. No customer result, recovered revenue, or universal cause is inferred from the example.

Microsoft separates queue membership from opt-in, sign-in, and presence. Its No Agents handling differs depending on whether presence-based routing is enabled, and the exception can apply to all calls or only new calls.

3CX states that queue members must be logged into a queue to answer calls. It documents global and queue-specific login, automatic login or logout from profile status, and manager controls.

Why are call queue agents not receiving calls?

An agent can be assigned but still fail a later gate: queue-specific participation, presence or status, call capacity, routing eligibility, or endpoint delivery. First prove the outside call reached the intended active queue, then compare the skipped agent with one working agent.

Why does a queue say no agents are available when agents are logged in?

Logged in may not equal eligible. A provider may also evaluate opt-in, presence, busy state, wrap-up, capacity, skills, schedules, or device state. Use the provider’s current definition and the call-path record rather than the roster label alone.

Can Do Not Disturb stop call queue calls?

It can affect eligibility in systems that use presence or profile status, but behavior varies. Record the member’s status and routing policy during a controlled test, then confirm the current provider documentation before changing the policy.

Why do some queue members receive calls but others do not?

The routing method may intentionally select one member, or the skipped member may differ in participation, presence, capacity, permissions, or endpoint reachability. Run an A-only and B-only eligible test before judging distribution fairness.

Should callers stay in a queue when no agents are logged in?

Only if the system supports it and a real agent is expected to become eligible within an honest window. Otherwise route callers to a staffed alternative or business-owned voicemail instead of using hold music to conceal no coverage.

How can I test a call queue without affecting customers?

Use a quiet approved window, unrelated outside phones, fictional test labels, and only the minimum coordinated calls required. Stop if the test occupies live capacity or changes a production route. Restore every temporary state and record the result.
